Our First High Level Panel Digital Cooperation meeting

Besides Internet Governance, we invite panelists in different area to share different perspectives and knowledge about policy making procedure.There are still many cross border issues with internet, e.g., domain name application, digital content management, all related with geo-politics.

We have different panelists from government department, academia , human rights group, technical:
  • Government: Board of Science and Technology (BOST) and National Communications Commission (NCC). 
  • Academia: Academia Sinica and Taiwan Institute of Economic Research (TIER). With a sociologist and economist’s angle. 
  • Technical: Taiwan Information Network Center (TWNIC) 
  • Private: Chunghwa Telecom (CHT) and Lee and Li, Attorneys-at-Law 
  • Civil Society, Human Rights: Taiwan Association for Human Rights

Some Quick Notes in the Meeting

The subject is about digital technology development, innovation and application in nowadays. I use twitter in English. So I tried to translate some note from Mandarin while they were speaking.

Why Multistakholder Mechanism?

  • We need to define public interests.
  • Pareto Optimum in public interests is a long term destination. We should analysis technology development policies with an economist’s angle.
  • Why it is so important with multistakeholder model in internet policy making process? Dose multistakeholder mean all stakeholders? Internet Organizations and meetings, e.g., ICANN, Internet Governance Forum (IGF), APNIC, they are using different ways to help everyone in the world to participate their meetings remotely.
  • We need to make every country to participate in Internet Governance. But when we have China, Russia those countries to have a discussion togeter, everything is different and everything doesn’t work anymore.
  • We should to define a high level value of public interest.
  • Transparency and Openness are principles to have consensus.
  • Transparency should be a good way to help everyone to understand the intentions and background of each other.
  • Government try to use public policies to close the gap. We also use Sustainable Development Goals (SDGs) to evaluate our technology policies, in our policy making process.

Emerging Technology and Regulation

  • Emerging technology in high competitive enterprise may also harm to weakness SMEs. Big enterprises like FAANG (Facebook, Apple, Amazon, Netflix, and Alphabet’s Google) may have competition to against the government regulation. But strict regulation like GDPR, may harm to Small and Medium-sized Enterprises (SMEs).
  • Digital capitalism seems dominate all.
  • Artificial Intelligence(AI), bio identification technology and facial recognition with the social credit in China.
  • Who will get the biggest benefit in emerging technology development, for example, 5G? We all know there are many executable issues with those scenarios with 5G technology

Internet and Digital Technology as a Double-Sided Blade

  • Social media and internet give the rights to citizens to have the voice on the internet to against the violence.
  • Hate speech, Rumors, Disinformations are spread by internet. Will internet become a weapon to harm democracy?
  • Are there any conflicts between freedom and security? We should try to make a balance between freedom and regulation.

Observation in EU Technology Development Policy

  • Dynamic principle is a fundamental concept. We need to think some dynamic principles in policy or regulation making. It’s a dynamic concept, but not in our country for now.
  • Define who is weakness by using multistakholder mechanism and make them to have awareness to fight for themselves, protect themselves.
  • Government should be more careful while planning any policy. They must to collect enough informations to evaluate positive and negative.
  • Competitive analysis is important, but need to have long-term observation and more patient to do this.

Digital Literacy

  • There’s no easy way or answer to make everyone understand a public policy easily.
  • Every policy has positive and negative way. We need to face the negative way. But yes, we don’t have the perfect solution for now.
  • We should make everyone to have the cybersecurity or internet security awareness. It is better than check or exam every websites or application content. Government should not doing censorship to ensure everyone to have the freedom of expression.


  • It is not easy to make everyone understand multistakeholer mechanism or digital inclusion easily.
  • We should care every younger / youth generation not only weakness.
  • It is important to keep a healthy fluidity between different levels and dynamics policy making process.
  • Multistakeholder mechanism is one of models to find the equilibrium. We should have a multistakeholder mechanism to decide why do we need this mechanism or which is the better way to make policy to us in Taiwan?
  • We have talked some issues for almost 20 years, like privacy and personal data protection, but we still have no answers to have a better solution.
  • How to make a balance between consumer protection and technology development? Who and how can define ‘ethical’ in policy or regulation?
  • Cooperative Social Responsibility(CSR) may one of the solutions or best practice to solve social development issues, to make enterprise, local resident, local business to have a discussion together, to find a better way to help local development. It is near multistakeholder model, make different stakeholder to have discussion together.
It is not easy to have a high level panelist digital cooperation local meeting in such a short time. But I think we are luckily to have experts from different domain and provide different point of view.
    I know we should to have different meetings in different area first, bottom-up, to make different issues more focused. But this is the first time to have this meeting. If we have chance, maybe we will have another meeting in the future.

    Internet Governance Forum is a kind of high level panelist digital cooperation meeting. We also have Taiwan Internet Governance Forum, it will be more focused on internet governance issues.

    Some notes from Tech Girls
